He created everything in two stages, just like he had two testaments where the new one completes the old one. One more thing I love is how Jesus, when he was on earth, even though he did not complete the work of eliminating chaos as he will in the new earth with no /sea/, he demonstrated that he has full control over it by ordering the sea to be quiet when there was a storm.
